Qualification and its levels are important aspects of a correlation between employment areas and professional education

Importance It is very important to understand the interpretation, scope and substance of such professional training concepts as qualification, qualification level.
     Objectives The research demonstrates the available opportunities arising from professional standards, qualifications and their official recognition so to set up the National Qualification System, make a comprehensive evaluation of graduates and further substantiate budgetary finance of their professional training.
     Methods Using a systems, structural and analytical methods, expert assessment, we examined various aspects of the concepts qualification, qualification level, and proposed approaches how the labor market and professional training could be more effectively coordinated and harmonized.
     Results We revealed the scope and substance of qualification and qualification level, which are based on professional standards. The article also highlights the difference between qualifications of gradates and employees' qualifications and suggests making relevant amendments to the Labour Code of the Russian Federation.
     Conclusions and Relevance It is reasonable to improve the regulatory framework on concepts of qualification and its levels, formulate more exact requirements to professional qualifications for their appraisal (certification). There should be a lower disparity in qualifications, which are required by employers, labor market and factual qualifications of graduates. This is one of priorities in terms of national interests.
