Importance The article deals with a methodological approach to evaluating the post-industrial and new industrial models for economic modernization at the regional level through various indicators.
     Objectives The research substantiates the need in economic modernization and innovative development. We evaluate the current conditions and prospects of the region and its cities, considering contemporary challenges to socio-economic development.
     Methods The research draws upon clauses and methods of the general theory of systems, index method, factor analysis method, and various methods of economic and social statistics applied at the regional level.
     Results As the analysis shows, capitals of the regions under study are the leaders of the new industrial development as they concentrate transportation, financial, education and scientific centers. Most districts and cities demonstrate a stable decline in their post-industrial and new industrial processes.
     Conclusions and Relevance The strategies for developing the Donbass regions and its industrial cities should stem from the new industrialization model. It is also reasonable to consider whether the macroregion's cities and districts may produce an agglomeration effect. To relaunch the economic development, all the military operations in the regions should be ceased.
