Importance The article investigates priority areas of scientific and technological advancement. ObjectivesThe research determines the key difficulties in forming, adjusting and implementing the scientific and technological priorities of Russia, and elaborates proposals to address these difficulties. MethodsWe relied upon an analysis of the effective regulatory framework governing the implementation of S&T priorities and primary research goals, and approaches of some experts to this aspect. ResultsWe identified and structured the main challenges of forming, adjusting and implementing the priority areas of developing science, technologies and equipment, and primary research goals. Conclusions and Relevance We enlisted factors, which will streamline the implementation of scientific and technological priorities. We conclude that the self-sufficiency and unique identity of the Russian economy take the lead in the short run, rather than only a need in research and development, which were traditionally Russia's strong points (armament, cosmos).
