Social safeguard for employees of internal affairs bodies: ensuring the economic security and the need to improve

Importance Whereas Russia faces serious challenges and threats, it puts higher requirements to bodies of internal affairs, and necessitates measures for improving the efficiency of law enforcement. It is crucial to enhance the system of social protection provided to employees of internal affairs since their low income level and retirement benefits, poor living conditions fuel social tension and entail corruption. In the meantime, the Ministry of the Interior of the Russian Federation should perform the State policy effectively so to ensure law enforcement and economic security.
     Objectives The research analyzes the social safety net of employees of internal affairs and devises a set of methods for improving it.
     Methods Using statistical, graphics and comparative methods, I analyzed trends in federal budgetary spending on medical service, housing, retirement benefits, education of employees of the RF Ministry of the Interior. Based on the systems approach and decomposition method, I reviewed issues of social safeguard provided to employees of internal affairs. The article indicates the role the State social policy plays for ensuring economic security.
     Conclusions and Relevance The article states that it is necessary to further improve the system of social safeguard for the employees. It is rather important to devise and adopt a concept for developing the State social policy in the Ministry of the Interior of Russia for a long term. The concept should stipulate a methodological approach prescribing a set of activities of the State social policy in the Ministry of the Interior of Russia, and mechanisms, institutions and tools ensuring its effective implementation.
