Spreading information and communication technologies in households and the economic development: regional perspectives

Importance IT development and use demonstrate an increasing growth, more significantly influence human life and change the nature and structure of labor, and environment. It is relevant to study how these processes influence the regional economic development.
     Objectives The research reviews IT penetration of households, represents a structural and dynamic analysis of the region's households per specifics of IT use and information and telecommunication networks, and describes the quality of mutual relationships and dependence in the region's economy.
     Methods Based on available data and statistical methods of descriptive, structural, non-parametric analysis and analysis of relationships, I describe regional aspects reflecting how population uses IT and information and telecommunication networks and their effect on the intensity of economic development.
     Results
I registered a significant growth in the level and quality of population's use of computers and other technical equipment. Permanent access to the Internet has improved. Based on panel data of the regions in the Volga Federal District, I evaluate whether information and telecommunication technologies have the adequate effect on the region's economic development and make regional households unleash their potential.
     Conclusions and Relevance The extent households use computing equipment and the Internet indirectly influences the region's economic development, without developing small business based on the Internet. The regional authorities should support projects that develop the information culture, and extend the scope of relevant studies so to thoroughly monitor the specifics of households' institutionalization, checking the current plans and prepare future ones for developing the electronic society.
