The impact of areas with special economic status on spatial development of regions

Importance Whereas Russia attempts to adopt an innovative and socially-focused development model amid tightening sanctions of Western countries, and organizational and administrative difficulties in regions, regional policies should envisage active measures to ensure the efficient spatial development. The article overviews and analyzes the practice of creating and developing special economic zones, science cities, accelerated development areas.
     Objectives The research identifies the specifics of the above areas, their strengths and weaknesses by analyzing achievements and experience they gained with a set of instruments, including preferential tax treatments.
     Methods Using general scientific methods of empirical summary, I reviewed various aspects of governing, setting and managing those economic zones. The article presents types of economic zones and describes relevant benefits.
     Results The article displays the need to ensure accelerated development of regions by organizing a network of special areas and respective conditions to launch production of materials and goods, other than raw materials, that would be subsequently exported. The article also provides an insight into a possible effect the import substitution policy may have on the development of the Russian regions.
     Conclusions and Relevance Considering geopolitical changes, existing difficulties and disparities in the Russian regional development, special economic zones will solve strategic issues of development of the State and certain areas, contribute to innovative and comprehensive progress in municipal entities, create favorable business environment. The outcome of this research may be used to formulate a strategy for developing special economic areas.
