Safe development of human resources of the region of concern

Importance The article examines the development of human resource capabilities as a necessary condition to increase the competitive ability of the country and separate regions. The troubled region may demonstrate low efficiency of socio-economic development as a whole due to personnel security issues. In this respect, we should determine threats to personnel security of the region.
     Objectives The research studies issues of safe development of personnel security, identifies and describes threats to personnel security of the troubled region.
     Methods We apply the content analysis of documents, vertical and horizontal comparative analysis. Using available data, trends in the region's development were reviewed.
     Results The article overviews controversial processes in the troubled region's system of staff training. Educational institutions reproduce uncompetitive professional capabilities. High professionals leave the region, with the quality of education continuing to decline. Chaotic staff rotation in the regional economy does not lead to growth in the region's economic efficiency. We investigate various views of scientists on the definition of the troubled region, determine threats to the region's personnel security (regional and national) and propose remedies to effectively use the region's professional capabilities.
     Conclusions and Relevance
We conclude that the available human resources get the principal strategic factor for driving economic and social growth in the country and regions. These are human resources that ensure an economic growth in the country, being a vital factor that influences the efficiency of restructuring the national economy, investment processes, increase in quality and competitiveness of products, developing and implementing new activities. The results may be practicable for experts in economics, postgraduates and students, broad readership, and for purposes of outlining effective human resources employment programs in the region.
