Improving the State regulation of the labor market through management by objectives

Importance The article describes approaches to improving the State mechanism for regulating the labor market using the method of management by objectives, rather than theoretical perspectives only. Stagnation in the Russian market makes this research even more important.
     Objectives The article sets forth a scientific approach to adjusting the State regulation of the labor market using the methods and tools of management by objectives.
     Methods The methodological framework relies upon foreign and national scientists' studies on the subject. The methods of statistical and factor analysis, expert assessment, economic and mathematical methods are significant components of the methodological framework of the research.
     Results The article presents a new view of the theoretical, methodological and practical basis for generating and developing the labor market in the context of transformation processes in today's economy.
     Conclusions and Relevance
I prove it is necessary to improve the management by objective approach to the labor market regulation in terms of the optimal combination of methods and areas of the State's interference into its various aspects. I consider general, typical characteristics of management by objectives in terms of local development. The article also investigates a set of mutually related economic, legal and organizational activities designated for effective preparation and implementation of the public employment stimulation program at the national level. The main theoretical and methodological provisions and practical results of the research may be useful for public authorities at the federal and regional level, as well as for conducting applied scientific researches.
