Importance The way institutional agents operate in the housing sector influences the social and economic stability. Institutional agents in housing handle the provision of public services both in housing and in dealing with external counterparts. The article studies the specifics of institutional agents' communications in the process of reforming the housing sector.
     Objectives
The objective of the research is to find new formats of organizational and economic mechanisms that will make institutional agents in housing communicate and cooperate more effectively.
     Methods
The methodological framework includes the principal provisions of a comprehensive approach to generalizing theoretical and methodological aspects and patterns of institutional agents' cooperation. We propose innovative approaches to solving issues of institutional agents' interaction and involving homeowners into maintaining respective buildings and acting as investors for purposes of repairs.
     Results
We propose a scheme for managing multifamily apartment buildings where partnerships of homeowners and managing companies as institutional agents in housing interact and communicate on the basis of the systems approach, thus certainly increasing the efficiency of housing management. We present an organizational and economic mechanism for involving regional operators, which accumulate individual and State funds in its accounts for rehabilitation.
     Conclusions and Relevance
The article solves a number of difficulties in cooperation of institutional agents in housing within the new organizational and economic mechanisms that will take interests of each party into account. If new formats of the organizational and economic mechanisms are put into practice, it will help effectively use funds of homeowners as private investors and budgets of each level. It will also improve management of multifamily apartment buildings and implementation of programs for reproduction of the existing housing resources.
