Importance The article deals with a growth in the existing disproportions seen in the global economy, since accumulated virtual financial resources, including derivatives, mismatch real commodities, thus causing the global financial and economic crisis. Objectives The research pursues outlining proposals to form strategic mechanisms for balancing the disparities in the global financial system on the basis of a package of energy resources and macrosystemic innovations. Methods We examine structural transformations of driving forces during substitution of the elementary finance economy with the economy of financial quanta. We shape managerial approaches to balancing the virtual and real sectors of the global economy on the basis of Russia's input to balancing the global financial system and a package of the Russian energy resources and macrosystemic innovations. The package should pass an objective financial evaluation that should be much higher than it is now. Results The article substantiates the need to rearrange the entire economic infrastructure of the trade and financial markets, rather than separate segments of national economies only, on the multifunctional automated monitoring principles. We suggest designing a mechanism for coordinated development of global and national trade and financial markets on the basis of uniform principles, common IT platform and allocated national managing centers that are mutually connected with the common IT infrastructure. Conclusions and Relevance The proposed mechanisms for balancing the disproportions in the global financial system on the basis of a package of the Russian energy resources and macrosystemic innovations may be used both to enhance strategies of the Russian legislative and executive authorities and those of economic unions, where Russia is a party to.
