Institutional factors of territorial development (the Republic of Bashkortostan case study)

Importance The article deals with the analysis of the institutional factors of territorial development of the constituent entities of the Russian Federation in the Republic of Bashkortostan. The paper addresses the institutional factors for the development of the territory through statistical indicators that reflect the end result of the transformations, and the calculation of their effectiveness. This approach unifies the indicator set, allowing one to track the dynamics of the territory's development during a time period in comparison with the neighbouring territories, and also contributes to the expansion of research at the expense of accessibility of the information base.
     Objectives The aim of the study was to identify quantitative indicators of the real economy out of statistical reporting, which define the institutional environment for the development of the territory.
     Methods The author used the methods of statistical data analysis, analysis of open-source materials, and the comparative method. For the analysis of the institutional factors in the development of territories, the author used the following indicators: the consumer price index, which reflects the rate of inflation in the economy; the average per capita cash income of the population; investment in fixed assets; the amount of construction works performed; the index of physical volume of retail trade turnover; the volume index of agricultural production; education; healthcare.
     Results Using the statistics data, the author revealed the main institutional factors affecting the dynamics of socio-economic and territorial development of the Republic of Bashkortostan. The primary one among them is the establishment of an institutional environment in accordance with the challenges of the time. The Republic has created complementary institutions, clarifying and developing the ideology and practical tools for social modernization by the Federal institutions. For a long period of time there was a preponderance of Federal institutions for development, but to date, regional institutions form their own social policies on the basis of prevailing current situation.
     Conclusions and Relevance Opportunistic behavior in the Republic of Bashkortostan reveals a whole range of problems of the region's economy, associated with high transaction costs in carrying out public contracts. The author concludes that to prevent such phenomena, it is necessary to conduct the institutional design to avoid opportunistic behavior of economic agents, aimed at preventing and neutralizing its effects, that is the transformation of the existing institutions and the transplantation of foreign ones (allowing, denying, limiting), in the development of formal rules, which will contribute to the minimization of transaction costs and avoid institutional traps.
