In the context of the railway transportation reform, fundamental changes in the conditions of an organization of field operation of the Russian railways have emerged. An insufficient consideration of these changes in the normative legal base, technology and management practices resulted, in 2011-2013, in a significant decrease of competitiveness of the freight rail traffic. The paper substantiates new solutions that reduce operating costs for non-load run of freight cars in the changed conditions of the Russian railways operation with their structural reform. The research showed that in order to increase the competitiveness of operating companies to facilitate their profit growth, it is necessary to hand over empty runs to the JSC "Russian Railways" management by means of organizing technological outsourcing process. Unsolved industry problems and the availability of infrastructure constraints in the context of drastic increase in the number of rolling stock disrupted rational balance of car fleet management, which growth outpaced an increase in transportation operation volumes. The author emphasizes that implementing an organizational model of technological outsourcing enables to solve an important strategic task associated with an economic efficiency of freight traffic increase. The main result, which defines the article's scientific novelty, involves identifying the advantages and disadvantages of outsourcing process with elements of practical testing under real conditions of the "Federal Freight" (Novosibirsk Branch) operational activities. The author proves that presently, in view of an increased role of freight transport corporations in the Russian economy and the crisis situation, occurring in the rail freight segment, technological outsourcing, an effective measure to enhance their economic efficiency and competitiveness is timely. The findings will be useful for freight operating corporations, which are planning to reduce operating costs of empty run of their own rolling stock.
