A conceptual model for the development of special economic zones in the Russian Federation

Importance Improvement of the functioning of administrative and legal systems of the Special Economic Zones is the most important financial and economic problem in the Russian Federation. It is based on a comprehensive analysis of public administration issues in this sector, taking into account the available law enforcement practice in some territories of the Russian Federation to ensure the possibility of full-fledged integration of our country in the global economic relations. Despite the apparent variety of special economic zones, which have been set up in the Russian Federation, their activity has failed to bring any expected benefits until now, and it does not allow occupying the rightful place in the global economy. At the same time, it is obvious that special economic zones enjoy the State-support priority as strategically important territories.
     Objectives Scientific hypothesis of this research lies in the substantiation of the need for creating the special economic zones' development paradigm in the Russian Federation territory. The paper shows that application of conceptual administrative and legal, as well as, financial and economic decisions, which are aimed at improving the special economic zones' functioning, is based on a comprehensive analysis of public administration issues in this field.
     Methods The postulates of a dialectical logic, systems approach, historical and system analyses and syntheses serve as the research's methodological basis. As the research tooling, we used the methods of scientific abstraction, induction and deduction, group methods, and comparison and evaluations, and also the comparative analysis methods.
     Results The findings identify the main directions to implement the designed Special Economic Zones' conceptual model in the Russian Federation, and also propose and substantiate recommendations package for their successful functioning in the Russian Federation.
     Conclusions and Relevance The representative number of conclusions and proposals by way of well-reasoned practical recommendations is designed for law-enforcement practice of the government authorities, regulatory agencies in the special economic zones' territories, and for follow-on explorations in this field. The efficient organization of technical and innovation and industrial and production activities of special economic zones, which are able not only to give impetus to the Russian economic development (in terms of import-substitution, as well), but also to propel it to the top global leaders in innovation economic field, is one of the directions towards the implementation of this strategic goal.
