Importance At present, innovation in all countries of the world is becoming one of the major factors of economic growth and improvement of the competitiveness of their products. Effective innovation management involves the growth of national and regional economies by opening new markets and increasing productivity in all sectors of society. The subject of this article is the study of the formation and monitoring of scientific and technical programs.
     Objectives The main objective of the paper is to justify the formation of scientific and technical programs for basic and applied research, monitoring their results in time and efficiency. In modern terms this is very important because most often the result of scientific and technical programs is the creation of new knowledge and its subsequent use for the production of innovative products (services, technologies). The main objectives of the development of the market reforms of the Russian economy is the need to overcome the technological gap, increase the competitiveness of goods and services, to ensure sustainable economic growth, restructuring the economy and the innovation way of development.
     Methods To effectively address these challenges, the author proposes methodological tools, namely: methods of statistical processing of scientometric information, the methodology of the project approach, funneling technique and a number of other methods.
     Results Based on the research, the article shows the usefulness of the spiral life cycle model of innovation to identify research results and evaluate the research effectiveness. This model and its modern modifications adequately describe the processes generating innovation and enable researchers to develop mechanisms to integrate the processes' nonlinear nature. The results obtained can be used in the research organizations to assess the impact of their scientific research.
     Conclusions and Relevance This paper presents a new solution of the task of evaluating the impact of research through a number of existing methods and their modern versions.
