Importance The article deals with the issues of food security in Russia and the region, taking into account economic conditions change and fluctuating economic situation caused by the Russian Federation's WTO accession. The relevance of the research topic is due to the fact that food security is a part of national security, and all aspects of the life of individuals and society, as a whole, depend on its level. Objectives The aim of this work was to study the process of ensuring food security at the regional level (e.g., the Kabardino-Balkar Republic) and considering its improvement, as well as in the identification of areas for conservation and optimization of support to domestic agricultural production in terms of Russia's WTO membership. We attempted to cover the issues of food security in the region, describe the factors that affect its level, determine the direction of sustainable development of agro-industrial complex as the guarantor of food security. Methods For the study, we used the dialectic, theoretical methods, and the method of comparative analysis. Results We have studied the peculiarities of development of agricultural production and the main ways of achieving food security of the Kabardino-Balkar Republic. Conclusions and Relevance We concluded that, at present, the most important direction of development of the national economy is to protect the vital interests of the individual and the community, the foundation of which is food security. To ensure food security at the regional and federal levels requires a complex set of interrelated consecutive measures to develop agriculture, upgrading its logistics and social infrastructure of rural areas. This work is the development of scientific knowledge about food security at the regional level and can be used to design consistent with the requirements of the WTO agricultural domestic support measures for food security of Russian regions.
