Modernization and the progressive restructuring of the Russian economy, based on the latest innovative technologies (including nanotechnology, biotechnology, etc.) are essential conditions for the efficient innovative development and competitiveness of domestic products. World experience shows that increased investment in innovative economy contribute to the accelerated development of economic complex of the country and raise the average standard of living of the population. The article assesses primary, secondary and the integrated modernization of the economies of some of the CIS States and their regions. It grounds theory approaches, classifications and methods of evaluating stages of modernization and their overall condition, reveals features of the processes of modernization in the economic regions of the post-Soviet States. The paper concludes that the modern model of modernization of the post-Soviet economy should focus on finding internal sources of conversion. The authors propose a methodological approach to determine the quantitative estimate of the degree of implementation of the process of modernization of the economy in the former Soviet Union through the use of a specific set of indicators and standard values, which reflect the average level of socio-economic development of the country.
