Importance In the context of accelerated technological development of enterprises of proving ground complex of industry of conventional arms and ammunition, and also the presence of organizational and managerial problems, which hamper this development, there is the need to develop a methodology of strategic portfolio of the test site, taking into account the technology dynamics.
     Objectives The paper provides review, analysis and inventory of existing traditional and modern approaches to performance management of proving grounds of industry, and identifies their advantages and weaknesses, as well as considers the optimal priority approach.
     Methods In this paper, using the scientific methods of empirical generalization, systematic and logical-linguistic approach, I analyze the works of the Russian and foreign experts on strategic management and the theory of governance structures of defense-industrial complex. I describe the most common practice of traditional approaches and the most interesting of approaches proposed by contemporary researches to strategic management of defense-industrial complex. The paper considers the possibility of their practical application at industry's test ranges. I highlight the strengths and weaknesses of each approach, and attempt to identify the highest priority approach. I conclude that today the majority of enterprises in the procedures of practical management activities are guided by procedures, the foundation of which was laid in the 30s of the last century, in the integrated quality management system.
     Results The results of the work have been discussed, and have received positive feedback at the VI International Scientific and Practical Conference "The Knowledge Economy: Challenges of Managing the Formation and Development" which was held in Krasnodar in 2014.
     Conclusions and Relevance I substantiate the need to develop an effective methodology of test sites of strategic managements, which will contribute to achieving the strategic objectives by the complex. The paper also shows the need for special management tools, which enables to form a set of the efficient management techniques.
