Importance The article shows the importance of the problem of food security under the condition of the transformation of global economic relations and economic and political sanctions imposed by the developed countries. Objectives The paper aims to reveal the theoretical and methodological provisions on ensuring food security in the context of regional competitiveness and the efficiency of agricultural producers in the designated area. I give a definition of food security of a region, which takes into account the directions of food self-sufficiency, optimal symbiosis of opportunities of agricultural producers and the population's need for food staff; closed replenishment cycle; food specificity of agglomerations of an administrative-territorial entity and forms of its manifestation. The paper outlines the key tasks that need to be addressed by public authorities in the course of their management of the process of ensuring food safety of regions. Methods The paper offers a method for evaluating food security in a region, which is based on classical laws of economics. I have ranked Federal Districts and regions of the Russian Federation based on the results of food security assessment. The article reveals a systemic view of the process of ensuring food security in a region, which enables to connect different levels of sub-regional economies into a single hierarchical control system and to identify strategic priorities. In this case, an effective food policy, the quality of implementation of which is determined by the specificity of the pattern of economic growth and general principles of agricultural policy, is designated as a vector of the process ensuring food security of a region. Results The article explains the basic provisions of the policy of import substitution of food products, which are focused on encouraging import substitution of the Russian agricultural producers, and which clarify the role of public authorities. Conclusions and Relevance Based on the findings, I conclude on the need to intensify the process of funding the food sector of economy. It requires leveraging federal and regional financial sources. The synergistic effect will create conditions for increasing import substitution activities of agricultural producers, thereby contributing to improved food security of the regions.
