Developing grain sub-complex of Eurasian economic union countries to ensure collective food security

The paper considers launching the mechanism of agricultural sector functioning of economies of Russia, Belarus, Kazakhstan, and, subsequently, of other countries, within the system of the Eurasian Economic Union (EEU). The author points out that ensuring collective food security is the major priority in the format of their integration. Assessing food self-sufficiency of the EEU countries, studying the trends in grain production development as a basis of agribusiness development, analyzing opportunities for agricultural product and foodstuff export are highly relevant. The study presents the monitoring results of grain sub-complex development of the EEU countries in the context of ensuring collective food security. With the help of general scientific and econometric methods of research, the author has analyzed the current state and trends of the grain sector of Belarus, Kazakhstan and Russia, assessed changes in the reproduction process, and identified problems of its functioning. The paper determines the stability of yield and gross yield of grain dynamics broken down by individual countries. The paper estimates export and import capacity building of grain and its derivative products in the context of various product subtypes, contractor countries and their grouping. The article considers the possibilities of external trade positions of the EEU grain market. The author concludes that the mechanism of economic cooperation between the EEU participants requires further improvements. It is necessary to develop a set of organizational and economic measures to promote balanced functioning of production and agricultural product and food markets. The author points out the need for fair competition development within the EEU countries, equal access to common agricultural market, and ensuring synergetic effect while addressing collective food problems.
