Conceptual transformation of the paradigm of sustainable development of agriculture

The article considers the conceptual foundations of a new paradigm of sustainable development. The author demonstrates that the sustainable development paradigm is designed to reverse the negative trends and processes, which are specific to the agricultural economy, and in each specific case, it has its own set of components, which are conditioned by the specific level of economic and social development of a region, by potential possibilities and the interests of society. The paper considers the essential differences of such concepts as economic growt and sustainable development, taking into account the historical experience of the economic activity in domestic and foreign agriculture. The author evaluates the US agricultural federal programs, the experience of which, at the present time, assumes its urgency for our country. In the context of the effectively used US federal and local environmental programs, the author came to a conclusion that in the near future, Russia will require the agricultural industry transition to sustainable development thrust. This must be done both by the further development and implementation of national and regional programs through an active public-private partnership and by the State support as the priority of genuine agrarian protectionism. The research demonstrates that, in order to restore and improve soil fertility, as the national patrimony of Russia, the State support is necessary both for subsiding part of expenses of agricultural producers to purchase chemicals, and for such activities as liming of acid soils, gypsuming of alkaline soils, as well as the use of scientifically substantiated volumes of organic fertilizers. The paper rationalizes the possibilities and perspectives for the transition from intensive technology-related system of agriculture to the ecologically balanced one. The author identifies the role of agriculture in promoting biodiversity in terms of maintaining the ecological balance between individual elements of agro-ecosystems.
