The economic content of housing and communal services complex in terms of its reform

Importance In the context of the Russian housing and communal services complex's reform that began in the 90s of the last century, the problem of finding new areas of regulation in this sector of the Russian economy necessitates its consideration under the prism of different approaches.
     Objectives The purpose of this article is to examine the economic content of the housing and communal services structure in the pre-reform period and its transformation so far.
     Methods In this paper, using econometric methods, I have analyzed the progress of housing and communal services reform. I established that at this stage of the housing and communal services reform, one of the key tasks that require accounting for various factors is the study of the different views on the economic substance of the term of housing-and-municipal complex. In the course of comparative analysis of the notions, which are adopted in the Uniform system of classification and coding of technical, economic and social information of the Russian Federation, I came to a conclusion that at present time, the term of housing and utilities does not match the economic realities, since it does not describe the totality of relationships in this area. In this connection, I propose a concept of housing and public utilities as the object of study in this paper.
     Results The study of policy documents governing the conduct of housing and communal reform, allowed to allocate its stages and to consider the salient features of housing and communal services from the point of view of the system-wide and cluster approaches.
     Conclusions and Relevance I came to a conclusion that at the present stage of economic development, a housing and communal complex represents a synthesis of forms of organization of goods production (works, services), which emerge in the result of the various options of cooperation of all participants in the legal, economic and social relations in this particular complex.
