Importance The article considers the issues of the Russian Arctic sustainable development within the context of the national historical experience. It dwells on the region resource potential development under global climatic changes. The author emphasizes that in conditions of high-degree dependence of the Arctic offshore oil and gas production on the foreign technology and equipment, the growing scarcity of financial resources, and the fragility of the global energy market, there is a need to specify the ways of achieving the sustainable development of the Russian Arctic region.
     Objectives On the basis of economic and historical examples, the author explores the complex of challenges to the sustainable development of the Arctic areas of Russia. In particular, using the case of the Yamalo-Nenets Autonomous Okrug, the author evaluates the expansion of oil and gas fields of the terrestrial and coastal zones.
     Methods The analysis of the UN conceptual documents on environment and development indicates that international commitments undertaken by the countries of the world in 1972-2000 with the expected positive effect, in the 21st century have not been fully implemented, and they highly depends on the global climate. At the same time, the study of the historical experience of the Russian Arctic development has shown the possibility of its sustainable development with the timely adjustment of the appropriate State strategy.
     Results The paper comes to a conclusion that due to the Western sanction pressure, the oil and gas industry of Russia will face many obstacles that may impact not only the sustainability of these regions, but also the condition of the global climate.
     Conclusion and Relevance In these conditions, it is necessary to prioritize the development of land and off-shore oil and gas fields, as well as the railways infrastructure development.
