The concept of industrial structure in the modern theory of economy

The article submits the findings of research of sectors of the economy and industrial structure of the Russian Federation. Based on the economic analysis of theoretical provisions, organization and functioning of the sectoral ministries of Russia, the author substantiates the need for further research on the industrial structure as the basis of stability and efficiency of the economy as a whole. The paper shows that the catastrophic decline in many sectors of the Russian economy is due to the rupture of economic ties between enterprises and entire sectors of the economy. On this basis, the author considers the theoretical and applied aspects of industry sector issues and their relations from the point of view of economic restructuring. As a result, the paper necessitates the vesting of economic sectors with functions of responsibility centers, which presupposes the establishment of closer links with subordinate enterprises and related industries. The article provides the theoretical rationale for the need to determine the boundaries of the economy and its division in areas, allowing observing certain proportions between them in a single economic system. This conclusion is relevant due to the fact that in recent years there has been a clear trend towards open information systems, whereas an observing of proportions in such a system is impossible by definition. Based on this, the author calls in question the viability of the use of national accounts system to full extent, which is recommended by international organizations. Based on the analysis, the paper proposes the principles of organization of sectoral ministries. In addition, the author proposes a scheme of interaction between sectoral ministries and subordinate enterprises for the period of industrial relations recovery, which would allow carrying out a qualitative restructuring of the economy and achieving a significant increase of its efficiency.
