Importance The relevance of the study is due to the high priority of national security in the sphere of science, technology and education. In modern conditions, the national security is achieved as well by the increased scientific and technological content of functioning of all its spheres, the development of intellectual capital, and a high level of competitiveness.
     Objectives We study the issues related to ensuring the national security in the sphere of education and science, the implementation of sound public policy in this field, determining the directions of further development of the Russian Federation education system.
     Methods Methodological bases of our article are the legal, comparative and economic-statistical methods of analysis. Within the framework of the article, we found that, in the knowledge economy, the transition from training the specific knowledge and skills and the production of information to the development of creative potential, the formation of abilities of self-learning, readiness to learning throughout life are the most important tasks in education. In addition, an effective educational system, on the one hand, makes the national technological innovation, the introduction of foreign technologies, analysis and assessment of global technological trends quite possible. On the other hand, in the national scope, a high level of education creates prerequisites for the development of the "quality-sensitive" demand for high-tech products, which stimulate the development of more innovative products and technological processes.
     Results We point out that the role of educational institutions in the development of quality training programs in compliance with the changing needs of the labour market is very important.
     Conclusions and Relevance The practical value of this article is to develop proposals for creating strong barriers to the threats associated with the deformation of the domestic scientific and technological potential, and which hinder the Russian economy's innovation development.
