Priority measures to regulate the reproductive behaviour of the population of the Republic of Komi

Importance The article discusses the features of the reproductive behavior of the Republic of Komi population as an independent subject of the study.
     Objectives The study aims to identify the specifics of the reproductive behavior of the population in order to develop recommendations on improving the quantitative and qualitative aspects of the realization of the mindset of parenthood.
     Methods The study is based on a review of the existing measures of population policy in the Republic of Komi, as well as on an analysis of the statistical data, which characterize the possible reproductive behavior of the population in the region. The differentiation of the fertility among the various population groups was explained using a factorial approach.
     Results The results of the study have identified quantitative and qualitative features of reproductive behavior, which require the State regulation. The quantitative traits can be attributed to the problem of the natural population and migration decline of the Republic of Komi in the de-pressive urban and rural areas, and also the likely decrease in the fertility rate in the near future in connection with the deterioration of the demographic structure of the population belonging to active reproductive ages. I consider that the specifics, which characterize the extensive qualitative aspects of the reproductive behavior of the population of the Republic relate to the following: the high level of out of wedlock fertility, which especially characteristic of rural areas; more significant than all-Russian level in the number of abortions; the problem of the minor motherhood; the significant infant mortality rate due to the external causes (third place in the structure of infant mortality because of the main causes of death).The results of this research can be used to develop the measures of demographic and social policies of the Republic of Komi at all levels, starting with the national and to the local one.
     Conclusions and Relevance The principal finding is that an increase in the birth rate should be accompanied by the improvement in the quality of governmental performance of reproductive behavior.
