The role of agricultural production in regions of the Russian North: preservation of traditional industries and ensuring food security

Importance At the present time, both the countries, which possess the Northern territories and those countries that do not possess them enhance their interest to the regions of the Far North. In these conditions, when forming national priorities and strategic tasks, it is necessary to consider specifics of the regions of the Far North that require the maximum consideration of the specifics of the conditions of economic management, as well as constraints along the social and cultural and ethnical grounds. The preservation of the traditional sectors of economic management of indigenous people (agriculture, hunting, forestry and fishery), as it is proved by the foreign experience of the Northern territories management, serves as the measure, which hampers the depopulation of the Northern territories. Besides, these measures ensure the traditional food staples and the balanced development of the Northern territories. The solution of this particular problem assumes the special urgency for Russia.
     Objective The paper reveals the problems of a current state of agricultural production in regions of the Russian North, which endanger the food supply and national security of the country. I have analyzed and made a comparison of the significant trends, which characterize the number of inhabitants, the specifics of displacement of population, the condition of the agricultural production and the achieved results of its development.
     Methods On the basis of the general methods of scientific knowledge, I consider different aspects of the agricultural production in regions of the Russian North and identify the trends, which are intrinsic to the current state and development of the sector and also determine its problem areas.
     Results Based on the estimates of the size and distribution of the population, as well as factors that influenced the modern conditions of agricultural production, I substantiate the necessity to implement the measures to improve the methods of the State management of Northern territories and formulate the principles, which implementation will contribute to enhancing the effectiveness of the State policy.
     Conclusions and Relevance I draw the conclusion that the specifics of the development of the Northern territories, their role in social and economic development of the country and ensuring national security require to accommodate the interests of all the subjects of the relations, primarily, of indigenous people.
