Systematization of industry practices of economic growth of agro-industrial complex

The article studies the specific characteristics of agricultural production in the context of ensuring of sustainable economic growth of the agro-industrial complex (AIC) on the basis of its competence potential. The authors define the basic competence of the agro-industrial complex: creating food resources, providing structural and sectoral balance of national economic system, setting up of the up-to-date technology platform, developing of the moral status of society, ensuring of national security. For each group of agro-industrial manufacture, the paper identifies the major differences, the removal of which requires appropriate initiatives for the formation of a competent capacity growth of the agricultural sector. The article demonstrates that the natural specificity of agricultural production underlies the low industrial attractiveness of the agro-industrial complex (AIC) due to the inadequate expenditures and the results of the economic activity. The reproduction process in the agricultural sector requires accounting in a systematic manner of a large number of different factors. The agro-industrial complex does not fit the model of a market economy because of the low level of self-sufficiency and survival in the market conditions. The evolutionary features of agricultural and industrial production are associated with the contradiction between the increase of its relevance for the evolution of mankind and sustainable reduction of the natural resource base. The paper pays special attention to the national particularities of management in the field of agro-industrial production. The author draws a conclusion that the use of the problem-competence approach in structuring of its industry specifics is advisable for the development of theoretical-methodological base of management of the economic growth in agricultural production. Taking into account the analysis of the basic laws of economic dynamics in the industry and across the nation, the author provides the substantiation of a number of initiatives which realization will enable to form competence potential of the agro-industrial complex as a subsystem of the national economy.
