Possibilities and limitations of state strategic planning

The article examines the questions of the theory and practice of strategic planning. The author reveals the essence of strategic planning and the method applied and substantiates the illegality of contraposition of the market and plan. The paper carries out analysis of the institute of strategic planning on the example of the draft law on strategic planning in the Russian Federation and shows peculiarities of strategic planning and problems of links of the tactical and strategic decisions at the corporate level, in particular, on the example of natural monopoly RAO "Russian Railways" and its impact on the Russian economy.
