The article considers an added value as factor that determines territory welfare, where it is created. The author demonstrates that the Russian Federation must build its relations with other countries at the pragmatic basis, i.e., to encourage creation of high added value at its territory. At the same time, legal and international relations, custom duties, technical regulations and stan-dards and goal-oriented programs also should be aimed at creation of added value.
