Analysis of formation and implementation of up-to-date science and technological programs for the European Union's development

Based on the example of methods and approaches employed to make the modern programs of scientific and technological development in the European Union, the authors sum up the experience of program implementation and propose an effectiveness assessment tools as separate activities within the programs and the program as a whole. The underlying basis of scientific and technical policy of the EU is a package of measures aimed at scientific research, carried out within the framework programs in individual (the most promising) directions of science development. Besides of financial justification, each program is provided with calculation of the expected social-and-economic effect of its implementation. The authors opine that the similar approach is advisable to apply in our country as well, taking into account the specific environment of domestic economy development.
