Not passing "bifurcation cascade" of the Russian region's development trajectory: causes and consequences

The article considers existing goals and objectives path of the evolution of Russian society, the state, socio- economic and environmental components of life as a whole country, and its separate territorial entities. The authors note that the scientific community and public sector use of system- synergetic approach to problem solving strategic control of the regions and formation of triad "concept - strategy - program" for each territory of the whole country. The work shows that applying a cyclical approach to identifying, measuring the evolution trajectory of the Russian regions as existing conditions and prerequisites of evolution testify to steady bifurcation stage of life cycle of our "civilization". The paper discusses system approach for definition of priorities of strategic management by the Russian regions taking into account universal tendencies and prospects.
