The article considers the author's proposals for water resources management in Russia with use of rent water consumption. The author formulates the principles of relevant economic and financial mechanism for implementation of rent relations between the owner of this fund (state) and subjects - water users. The paper offers the most effective procedure for selection of the tender for corresponding type of water use agreement, which is determined in two stages on the basis of comparison of two ranged rows of proposals.
