Substantiation of government regulation of a sugar producing sub-complex

The article considers a government support of a sugar beet sub-complex and proposes certain conceptual directions to form a mechanism for public regulation. The author analyzes economic efficiency of a sugar-beet grower depending on the loan investment terms.
