The article considers impossibility to provide the necessary investment volume by private capital market and their simultaneous need to improve productivity of production factors and living up to the world's best performance justifying a problem - "failure" of private capital market in Russia. The authors point out to contradiction has significant social value, requires a detailed study of the capacity for effective use of public investment as available alternative to "failure" private capital market.
