World economic history does not know the cases when the country during the transition to a market system has not acquired, but lost the innovative potential, as it happened in our country. The article points out at the resource and social and economic potential our country had to be one of leading suppliers of innovative goods on the international markets. In this regard author analyzes the reasons of innovative lag of Russia and offers the measures for activation of innovative development.
