The article analyzes the federal budget for 2014 and the planning period of 2015 and 2016. Noted that the federal budget is formed on the basis of the "conservative" version of the socio-economic development of the Russian Federation in 2014 and the planning period of 2015 and 2016. Which is characterized by a decline in the major parameters affecting the federal budget revenues as compared with the forecast taken into account in the formation of the federal budget for 2013 and the planning period of 2014 and 2015.
