State employment policy does not always take into account the various aspects of cyclic development of the labor market. The article provides a comparative analysis of the trends shaping unemployment in the crisis of 2008-2009. and post-crisis recovery. Identified threats that could destabilize the situation today in the labor market. Proposals for the implementation of employment policy, taking into account the cyclical fluctuations in economic activity and other factors determining the cyclical development of the labor market.
