In the conditions of global economic space and the amplifying competition for resources the intellectual human capital becomes the main priority for improvement of quality of life of the population of the country. In the article the need of accumulation of the intellectual human capital as the main factor which is promoting increase of the labor productivity level and being one of the main criteria of quality of life is proved.
