In the article the features of formation of national innovative system in Russia and in Germany are disclosed. The main spheres of development of innovative technologies in the created clusters in the territory of Germany are defined. Forms of the organization of cooperation of our two countries in the sphere of innovations are analyzed. The authors reveal the main strategic trajectories of development of the international cooperation of Russia and Germany in the innovative sphere.
