State financial policy of development of the Arctic zone of the Russian Federation as key factor of social and economic development of the arctic territories

Authors offer the methodological approaches of formation of the state financial policy of development of the Arctic zone of the Russian Federation. The author's position expressed that the implementation of a new model of state policy in the Arctic is only possible with the formation of qualitatively new approaches to solving the problem of funding exploration and development of the Russian Arctic. One of such approaches is formation of the financial mechanism of a sustainable development of the Arctic zone of the Russian Federation.
