The need for formation of strategy of development of territories is challenged today by nobody; however existing models of formation and implementation in practice of strategy of development of territories abound with a set of methodological problems. In the article various aspects regional ecology-economic systems taking into account a duality of the nature of the region as multi-component and multipurpose system are considered.
