In the article the additive and multiplicative model of an assessment of risks developed in a general view for the first time is presented. In the two-level scheme at the bottom level of an assessment of risks unite it is additive, on the top - multiplicatively. The additive and multiplicative model is applied to an assessment of risks of projects of creation of the missile and space equipment. 44 private risks at the bottom level and 8 - on top, according to stages of implementation of the project are allocated. Conditional examples are considered.
