On prospects of growth of resource base of strategic programming at national level

The article is devoted to research of the directions of increase in resource base of strategic programming at the state level. The most significant sources of resource base and measure for their increase are considered. The important role of improvement of tax system, ensuring balance between its fiscal, stimulating and regulating functions is noted. Also it is necessary to continue ordering of system of the inter-budgetary relations.
