The article is devoted to the study of history and social roots of corruption in different historical periods. The features of corruption in different types of civilizations are considered. The social roots of corruption, and similar phenomena are analyzes. A system of measures that change the attitude of society to corrupt practices is offered. The new algorithms perform the functions of social management, eliminating corruption among public officials are presented.
