The economic cluster is a complex entity. Its effective functioning in the region requires an environment which would create favorable preconditions for clustering and smoothing factors impeding development actions. In the article a methodology for estimation of economic clustering potential in regions, including such elements as the dynamism of the regional economic development, investment climate, the region's involvement in international economic relations, the development of small and medium-sized enterprises, development of regional infrastructure, a continuous education system and the regional economic structure are presented.
