As a result of the carried-out structural, target, functional and communicative analysis it is shown that the power industry as a subsystem of the region needs to be considered from three points of view: as the independent sphere of the industry within the industrial capacity of the region, as an infrastructure component of development of production and as an infrastructure component of the favorable environment for work and life of the population of the region
