In the article the main problems of formation and use of human resources in the agricultural enterprises of the Oryol region are discussed. The necessity of forming a new, taking into account existing regional economic and social conditions, strategies, sector management staffing of the agricultural sector is proved. The main directions of improving the system of training and the use of frames in the agricultural sector of the economy of the region are offered.
