In the article the need to adjust priorities in the construction of energy supply in the direction of increasing value of the role of the end user is presented. It is noted that to improve capacity utilization to be a shift from fragmented solutions to a systemic approach - creating an environment in which will be achieved harmonization of relations between all participants in the process of production, distribution and consumption of energy resources on the basis of susceptibility to innovative solutions.
