Strategic human capital development as basis of new form of industrial relations

In the article the human capital as one of the key factors includes the economically active population in the process of management are considered. It is proved that it is the relationship between labor and capital, determine the form of public relations. The historical experience of Russia in the field of human capital development is presented. Shortcomings of the modern approach that defines human capital as a form of investment, the antagonisms in the strategic development of production are revealed.
