Civil society as condition for creation of high value-added

In the article the relationship of the state elite and the value added to the territory controlled by this elite are analyzed. It is noted that the elite can define rules that further stimulate the creation of added value or hinder this process. Civil society should be able to control the actions of the elite and set it to work in order to create added value.
